FOR ON-GOING CITY-WIDE CAMERA <br />SYSTEM PROJECTS AND MAINTENANCE <br />(STRATEGIC PLAN NOS. 1, 1J) Z <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance onI�Reading <br />❑ Ordinance on 2ndReading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a three-year master agreement <br />with Siemens, Inc., for Professional Services (to include procurement, installation, and <br />maintenance) of the City's on-going Video Security System Enhancements for the period of <br />November 9, 2017 through November 8, 2020, in an amount not to exceed $1,054,900. A <br />$166,350 contingency has been added to allow for unanticipated changes, expenses, or <br />additions for a total not to exceed amount of $1,221,250. <br />DISCUSSION <br />In 2010, the City of Santa contracted with Siemens, Inc. to design and build a complete video <br />security system for the Police Administration Building and the Orange County Civic Center. The <br />Orange County Civic Center (including the Police Administration Building) is located in the center <br />of Santa Ana and is the County Seat, which houses key Federal, State, County, and local <br />governmental facilities. After conducting a comprehensive site vulnerability assessment, a gap in <br />the protection capabilities of the Historic Downtown District and Police Detention Facility was <br />identified, and funds were used to enhance the physical security of both areas. The installation <br />of an integrated video security system provided law enforcement and agencies at all levels of <br />government the ability to maintain real-time situational awareness within the area and increased <br />their capability to support investigations through the review of stored video. <br />Currently, there are approximately 358 cameras, including seven Code Blue Help Points, <br />comprising the City's system. They include cameras in the following locations: Police <br />Administration Building, Civic Center, Historic Downtown District, Police Detention Facility, Main <br />Library, and the Garfield Community Center. Furthermore, there is a current contract with <br />Siemens (approved by the Civic Center Authority and funded by the County) to install two <br />25D-1 <br />
