Contract Award to Siemens, Inc. <br />October 17, 2017 <br />Page 2 <br />additional Code Blue Help Points within the Civic Center to enhance the safety of local <br />employees and the visiting public. <br />The existing system is an over -arching network of camera and software subsystems that are <br />federated. This means though they each have some autonomy, they are all connected to the <br />Police Department's dedicated data center which houses the main control servers. All were <br />installed, designed, and configured by Siemens' Infrastructure & Cities team. The overall system <br />has demonstrated its value repeatedly in pro -active policing efforts, criminal and administrative <br />investigations, and within court system. The City's Parks and Recreation Department has <br />expressed a desire to join the City's system by adding the following planned projects. <br />On September 19, 2017, the City Council approved funding to add cameras to several city parks <br />and community centers. The most effective system would connect the cameras to the existing <br />camera system network that is maintained by the police department. <br />City Parks and Community Centers: <br />Install necessary backbone (data -center hardware) to handle subsystems at Windsor, Madison, <br />Chepas, Jerome, Memorial, and Santa Anita Parks; install cameras and necessary hardware at <br />Windsor and Madison Parks; $331,050. <br />1. Install cameras and necessary hardware at Chepa's Park; $30,000. <br />2. Install cameras and necessary hardware at Jerome Park; $115,000. <br />3. Install cameras and necessary hardware at Memorial Park; $150,000. <br />4. Install cameras and necessary hardware at Santa Anita Park; $70,000. <br />5. Install cameras and necessary hardware at Roosevelt Walker; $112,150 <br />Total new cameras (1-5 above) - $477,150 <br />Maintenance: <br />As part of the Master Service Agreement, one year of all-inclusive maintenance for the entire City <br />system, including Downtown, Civic Center, the Library, and Jail, will cost $246,700 and is <br />included in. the project award. Maintenance costs for years 2-3 are contingent upon UASI grant <br />funding. Should this grant funding not be secured staff will evaluate alternative funding to <br />continue maintenance of this system. <br />Current Vendor: <br />The current vendor (Siemens) has unique institutional knowledge of a very complex, integrated <br />solution that involves several sub -systems they engineered, built, and have been maintaining <br />since 2010. Furthermore, the current vendor has dedicated a single engineer who possesses <br />pre -requisite certifications in our primary software (video management) and hardware, and in <br />which no other single vendor in our region possesses. Cisco Gold, HP OEM or equivalent, and <br />Milestone Platinum certifications are minimum requirements due to the mission critical nature of <br />the systems. These certifications provide evidence of technical expertise and experience in <br />supporting similar systems in similar environments. <br />25D-2 <br />
