CITY OF SANTA ANA <br />DRAFT SCOPE OF WORK <br />town home or other premises, other than a hotel or motel, including such premises when combined in the <br />same building with business establishments, utilizing a common Bin(s) for the accumulation and set -out <br />of Solid Waste. When discussing solid waste, recycling or yard waste collection service changes with <br />customers, CONTRACTOR shall provide a rate schedule to customers denoting all service levels and all <br />possible frequencies of collection. <br />Note: <br />AB 341 requires that multi -family housing with 5 or more units recycle recyclable <br />materials such as paper, cardboard, plastics, glass, metals, food and yard waste. <br />Pursuant to AB 1826, Multi -family housing generating 4 cubic yards or more per <br />week of non-food organic waste shall arrange for recycling of green waste, landscape <br />and pruning waste, and non -hazardous wood waste. By January 1, 2019, Multi -family <br />housing generating 4 cubic yards of solid waste per week or more shall arrange for <br />recycling of green waste, landscape and pruning waste, and non -hazardous wood <br />waste. If in the Summer/Fall of 2021, the state determines that statewide disposal of <br />organic waste measured in 2014 has not been reduced by 50%, the 4 cubic <br />yards/week threshold for solid waste will drop to 2 cubic yards/week. <br />3.1 CORE SERVICES FOR MFD <br />A. Solid Waste Collection <br />CONTRACTOR will provide Bins, debris boxes and compactors for collection of solid waste. <br />Customers will have the opportunity to subscribe to the appropriate service level. Collection <br />frequency will be at least once per week and up to six (6) times per week. Roll -Off box service <br />will be made available in containers sizes including 10, 20 and 40 cubic yards. Roll -Off boxes <br />and Compactors, as provided by CONTRACTOR or by Customer, will be serviced as needed. <br />Customers and CONTRACTOR will determine a mutually acceptable collection location. Solid <br />waste collection service is mandatory for all service locations. <br />B. Recyclable Materials Collection <br />Proposer will propose a Recyclable Materials Collection program designed to achieve the CITY's <br />goals. CONTRACTOR will be required to offer recycling services to all MFD Customers and <br />provide such services upon request. CONTRACTOR will provide Bins and Roll -Off boxes for <br />collection of recyclable materials. In order to prevent the contamination of recyclables, the <br />contractor will provide "restricted access" lids for recycling collection containers, as needed. <br />C. Yard Waste Recycling Collection <br />CONTRACTOR will provide Bins for collection of Yard Waste. Customers will have the <br />opportunity to subscribe to the appropriate service level. Collection frequency will be at least <br />once (1) per week and up to seven (7) times per week. Customers will pay a separate fee for yard <br />waste collection based on their service level in accordance with rate established by the CITY. <br />D. On -Call Bulky Item Collection <br />CONTRACTOR will provide on-call collection of bulky items from MFD customers using a <br />method suitable for the MFD complex and agreed upon by the Customer or property manager. <br />CONTRACTOR will provide on-call collection of bulky waste to MFD's scheduling the service <br />with CONTRACTOR with 48 hours' notice. Customers may place up to five items out for <br />collection per pick-up. Items will be collected on the Customer's regular collection day. <br />CONTRACTOR will be required to separate and recycle all commodities that can be feasibly <br />25F-68 <br />
