CITY OF SANTA ANA DRAFT SCOPE OF WORK <br />7.6 MID & COMMERCIAL RATE ARRANGEMENTS <br />A volume -based rate structure will be used for MFD. Customers will be encouraged to participate in <br />Recyclable and Yard Waste collection. Customers will be required to pay a fee for collection services <br />based on subscription levels. <br />7.7 CITY FACILITIES <br />CITY facilities will be provided core collection services at "no charge". <br />8. PUBLIC EDUCATION <br />CONTRACTOR will prepare an annual public education plan and meet with the CITY to review the <br />plan. CONTRACTOR is responsible for additional public education activities as specified below, <br />including personnel, printing and other program costs. Proposer shall refer to Draft Agreement for a <br />description of all requirements. <br />CONTRACTOR will provide its proposed budget (i.e., including all aspects of production and <br />distribution costs), a detailed description and schedule for all of the initial program roll-out activities <br />and for annual ongoing public education and outreach materials and activities. The plan will be <br />provided to the CITY for review and approval within 30 days of award of agreement. <br />CONTRACTOR will provide the CITY with each draft item a minimum of 14 days prior to any <br />production for review and approval. All outreach and education materials will include the elements <br />necessary to meet or exceed AB 939, AB 341 and AB 1826 requirements. <br />8.1 SUPERVISION <br />Performance of each of the provisions of this Agreement shall be under the direction and <br />supervision of the Executive Director. The CONTRACTOR shall furnish the Executive <br />Director every reasonable opportunity of ascertaining whether or not the work is performed <br />in accordance with the requirements of this Agreement. The CONTRACTOR shall designate <br />a person to serve as agent and liaison between its organization and the CITY and shall <br />maintain a telephone and a means for contact at all times during periods of strike or other <br />emergencies. The Executive Director may inspect the CONTRACTOR's operations, <br />facilities and equipment at any reasonable time and the CONTRACTOR shall admit him to <br />make such inspections at any reasonable time and place. <br />CONTRACTOR shall include the following in its proposal: <br />• A job description for the position. <br />• A resume for the person intended to fill the position <br />8.2 MEETING REQUIREMENTS <br />The designated agent/liaison is required to meet with CITY staff at the CITY's preferred frequency to <br />review public outreach activities and diversion results. <br />8.3 REPORTING REQUIREMENTS <br />CONTRACTOR is required to prepare reports as described in the Draft Agreement, including AB <br />939, AB 341 and AB 1826 related reports. <br />10 <br />25F-74 <br />
