NEW SOLID WASTE SERVICES <br />RFP FRAMEWORK <br />1. Council approval of RFP Process <br />a. Ex -Parte Communication Requirement: no contact allowed between proposers and City <br />Staff/Elected Officials throughout the duration of the process <br />b. Criteria and Weighting of proposal components (should reflect the specific, unique priorities <br />of the City) <br />I. Qualifications and Experience <br />ii. Proposed Collection and Diversion Services <br />iii. Customer Service, Outreach and Education, and Operational and Material <br />Management Infrastructure <br />iv. Cost Proposal (separate scoring for reasonableness and competitiveness, with <br />ranking based on overall contract revenue) <br />v. Interview (further demonstration of performance capabilities and alignment with <br />City goals) <br />Recommended weighting: <br />20% Qualifications and Experience <br />25% Proposed Collection and Diversion Services <br />20% Customer Service, Outreach and Education, and Infrastructure <br />30% Cost Proposal (reasonableness and competitiveness as measured by revenue <br />requirements) <br />5% Interview <br />2. Evaluation Approach <br />a. Evaluation conducted by committee including designated City staff, Public Works <br />Directors/Managers from two other cities, and consultant <br />b. Evaluation includes interviews with the proposers <br />3. Evaluation Report and Recommendation Approach <br />a.
