Will the awardee be required to pay for RFP costs (consultant, city attorney time, staff time, <br />etc.)? <br />b. Will the proposers be permitted to offer financial incentive to City? <br />Draft Agreement Recommendations <br />1. Contract Term Recommendation <br />Recommend 10 -year initial term with 2, 5 -year extensions at City's sole discrdtion or 15 years with 2, <br />2 -year extensions at City's sole discretion. Extension options are to the benefit of the City. <br />2. Collection Vehicles Recommendation <br />Recommend new collection vehicles. (Typically, new collection vehicles are required. The length of <br />the contract term allows for amortization and the longer the term, the less of an impact there will <br />be on the rates.) <br />3. Residential Carts Recommendation <br />Recommend new residential collection carts requirement. Existing cart inventory is reaching end of <br />useful life. New cart distribution allows for accurate billing, reinforces recycling program <br />requirements and enhances the City's aesthetic. <br />4. Diversion Requirements <br />a. Establish minimum diversion rate, maximum contamination rate for commercial services <br />b. Policy decisions regarding scavenging issues (required proposer to allocate staffing to <br />address scavenging, or to allocate funds to offset code compliance staff time) <br />25F-82 <br />
