Councilmember Solorio, City declared crises, need citywide plan, shared <br />responsibilities, housing, employment and mental health services. <br />Councilmember Villegas, essential to have focused efforts. <br />Councilmember Sarmiento, supports concept of homeless center at the Great <br />Park; regional/county problem; need point person, but not necessarily a <br />designated position; asked City Attorney to review standing to sue the County <br />for not better utilizing funds; staff to provide options for City Council <br />consideration. <br />Mayor Pulido, suggest that designated person meet with organization that <br />currently provide services; highlighted that City of Tustin has designated 3 acres <br />at former Marine Base to be utilized for homeless services. <br />MOTION: <br />1. Create a City of Santa Ana Homeless Services Manager position. <br />2. Direct staff to implement the actions described in this report to: <br />a. Improve internal coordination between City Agencies involved in <br />providing services and enforcement related to the homeless <br />population within Santa Ana. <br />b. Enhance coordination with the County of Orange, neighboring cities <br />and Orange County homeless service providers and faith -based <br />organizations. <br />c. Invest in connecting and increasing non-profit and faith -based <br />services available to assist in responding to the City's homeless <br />crisis. <br />d. Develop and implement a specific legislative package to solicit state <br />and federal assistance to respond to the needs for housing, <br />enforcement and social services for the growing homeless <br />population. <br />3.
