B. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-14 <br />(Property. 818 North Minter Street — Davies Duplex) <br />MOTION: Recommend that the City Council authorize the City Manager and Clerk of <br />the Council to execute the attached agreement with Minter Properties, LLC, property <br />owner, for the structure located at 818-820 North Minter Street, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-25 <br />(Property: 903 East Stafford Street — Perry House) <br />MOTION: Recommend that the City Council authorize the City Manager and Clerk <br />of the Council to execute the attached agreement with Andrew L. Chalkley, property <br />owner, for the structure located at 903 East Stafford Street, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />* * * END OF CONSENT CALENDAR * * * <br />BUSINESS CALENDAR <br />COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS►: <br />• Commissioner Murashie disclosed he and Chairperson Christy visited each of the properties <br />and spoke to the Ramirez's (Item #7) and Loria's on Riverside (Item #6). <br />PUBLIC HEARINGS <br />1. HISTORIC RESOURCES COMMISSION APPLICATION NO. 2017-18, HISTORIC <br />REGISTER CATEGORIZATION NO. 2017-17 AND HISTORIC PROPERTY <br />PRESERVATION AGREEMENT NO. 2017-22 <br />(Property: 515 West Nineteenth Street — Finch House) <br />Legal notice published in the Orange County Reporter on September 22, 2017 and notices <br />mailed September 21, 2017. <br />Planning Technician Flores provided a presentation which included the criteria, project <br />description, and architectural style. Marvelle Riekse, applicant, spoke in support of <br />recommended action. Chairperson Christy opened the public hearing. Gil Salmon noted <br />concern of those purchasing historic homes are not aware of their historic designations or <br />located in a historic district requesting to ask that staff find a route so they are aware; and <br />noted concern on the State allowing accessory dwelling units on historic structures. Mr. <br />Carvajal addressed Mr. Salmon's concerns. Vice Chair Schaefer urged Mr. Salmon to talk <br />to his neighborhood association and noted the draft ordinance is on the city's website and <br />does address historic properties. There were no additional speakers on the matter and <br />the hearing was closed. <br />MOTION: <br />1. Adopt a resolution approving Historic Resources Commission Application No. <br />2017-18 and approving Historic Register Categorization No. 2017-17. <br />2. Recommend that the City Council authorize the City Manager and Clerk of the <br />Council to execute a Mills Act agreement with Marvelle J.
