CITY OF SANTA ANA <br />RFP NO.: 17-087 <br />WATER SYSTEM CONTROL DESIGN, PROGRAMMING AND SUPPORT SERVICES <br />ADDITIONAL RELATED DUTIES THAT MAY BE ASSIGNED: <br />• The Consultant will be required to adhere to City's tagging standards. Tagging should include <br />information both on physical devices, instruments, equipment, PLCs, control cabinets, as well as tagging <br />within the historian and data warehouse. <br />• The Consultant may be required to create dashboard concept designs and standards. This will include <br />elements that should be provided on an HMI dashboard. The intent is to provide information to benefit <br />operations and provide operator controls as dictated by the City. <br />• The Consultant may be required to create, enhance and/or maintain PLC programming standards. Under <br />this duty, the Consultant shall develop application programming templates, subroutines, function blocks <br />and data structures to minimize the level of custom programming required to operable assets to any sites <br />such as pump stations. Standardized templates and modules shall serve as starting points for future <br />programming efforts. <br />• The Consultant may be required to supply and install HMIs, PLCs and/or related replacement hardware <br />necessary to complete assigned tasks. The Consultant shall provide an estimate to the City for all <br />hardware necessary and proceed, upon City approval, to purchase said hardware, install as necessary and <br />program. All equipment provided shall comply with City standards and be charged with a standard <br />markup of no more than 10%. <br />TINIELINESS/RESPONSIVENES S: <br />The Consultant shall respond to on-call service requests via phone call or email within 24 hours and be capable <br />of arriving on site to perform in-situ troubleshooting and repairs within 48 hours of service request. <br />PROJECT MANAGEMENT & COORDINATION <br />The selected Consultants shall attend one (1) contract kick-off meeting at the City's Corporate Yard located at <br />220 S. Daisy Ave., Santa Ana, CA 92703 at which City staff will share contact information, safety and security <br />protocols and familiarize the consultants with the City's sites and equipment. <br />Consultants must provide the City with a written estimate for all requested services. Consultant shall not <br />proceed with any work without the approval of the City's designated project manager. <br />Consultants shall invoice the City on a monthly basis for all work performed during the period. Each invoice <br />shall be accompanied by a summary of tasks performed, results and progress on long-term tasks if any. <br />HIGHLY DESIRABLE <br />Special consideration will be given to those that can provide support for the DYNAC ES SCADA software to <br />supplement the duties as provided by Kapsch TrafficCom USA, Inc. Knowledge of Dyndraw, Dynacell, Linux <br />Server and data warehouse structures will be related skills necessary to perform SCADA system repairs, patches <br />or updates. <br />25C 5 Page 3of3 <br />
