REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 21, 2017 <br />TITLE: <br />RECEIVE AND FILE UPDATE ON <br />IMPLEMENTATION OF THE MOBILE <br />VENDING ORDINANCE <br />{STRATEGIC PLAN NO. 5,4) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />I MANAGER <br />RECOMMENDED ACTION <br />Receive and file the update on the implementation of the Mobile Vending Ordinance. <br />On September 5, 2017, the City Council approved the Mobile Vending Ordinance and directed <br />staff to develop a strategy to promote mobile food vending by providing mobile vending islands <br />as well as dedicated on -street parking spaces for -rent. The establishment of dedicated on -street <br />parking spaces and islands for mobile vending would help reduce the need for generators by <br />offering environmentally -friendly options for these uses. - �_' <br />Staff is surveying current conditions and has begun review of current use of the public vending <br />sites. The results of the work are summarized below. <br />Compliance with the New Ordinance and Survey of Existing Uses <br />The City has initiated enforcement efforts with an outreach phase to ensure stakeholders are <br />aware of the new ordinance and the necessary steps to ensure compliance. <br />Staff conducted a city-wide survey to document existing mobile vending locations for the purpose <br />of assessing the impact of the ordinance on existing mobile vendors as well as to identify <br />potential areas for mobile vending on -street parking spaces that could provide electrical power. <br />The proximity to intersections, schools/parks, other mobile vending vehicles and streetlights was <br />also noted. <br />Mobile Vending On -Street Spaces <br />At the City Council direction, staff began evaluating the use <br />electrical power as alternatives to generators in existing on -stn <br />Most of the streetlights in Santa Ana are currently owned by <br />City. The City is currently negotiating with Southern California <br />19G-1 <br />streetlights modified to provide <br />parking spaces. <br />*n California Edison, not the <br />to purchase the streetlights. <br />
