Update on Implementation of Mobile Vending Ordinance <br />November 21, 2017 <br />Page 2 <br />Once the City takes ownership, possibly in spring 2018, the streetlights could be modified to <br />include outlets and meters for use by street vendors for a fee. In considering rental of on -street <br />parking spaces and power to mobile vendors, possible impacts on surrounding brick and mortar <br />businesses must also be considered. <br />Mobile Vending Islands <br />Staff has identified City -owned properties for possible use as mobile vending islands and is <br />currently developing design and operational guidelines. Although common in cities like Portland <br />and Sacramento, the City Zoning Ordinance does not permit permanent mobile vending islands <br />on private property. As a result, any discussion on mobile vending islands on private property <br />must include a zoning text amendment. Mobile vending islands could be permitted through the <br />use of Land Use Certificates (LUCs) and/or Conditional Use Permits (CUPs). A separate mobile <br />vending island permit that authorizes the operation of more than two food vending vehicles on the <br />subject property at the same time could be considered. <br />Next Steps <br />• Complete development of design and operational standards. <br />• Cost analysis for development of potential mobile vending islands and mobile vending on - <br />street parking spaces <br />• Establishment of mobile vending island permits. <br />• Identify potential City -owned sites for mobile vending islands and on -street parking <br />spaces. <br />Staff will provide the City Council with a further update in February 2018. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 — Community Health, Livability, <br />Engagement and Sustainability, Objective #4 (Support neighborhood vitality and livability). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Candida Neal, AICP <br />Acting Executive Director <br />Planning & Building Agency <br />CN:sb <br />S:RFCA\2017111-21-171Mobile Vending Update REV <br />19G-2 <br />
