Historic Property Preservation Agreements <br />November 21, 2017 <br />Page 2 <br />promote historic preservation. In August 2015, City Council adopted Resolution No. 2015-039 to <br />extend the fee reduction program until August 4, 2017. City Council did not reauthorize the <br />waiver and temporary reduction of certain Historic Application fees. Thus, as of August 4, 2017 <br />the Historic Listing Application fee of $5,597.24, and the Mills Act Application fee of $4,257.40 <br />were reinstated. City staff will be conducting a survey of other City historic programs and related <br />fiscal impacts, and providing City Council with recommendations to modify Santa Ana's Historic <br />Preservation Program practices in the early 2018. This action allows for the approval of a <br />Historic Property Preservation Agreement (Mills Act Contract) which provides a potential property <br />tax reduction allowing the property owner to reinvest the tax savings into the maintenance of the <br />historic property (Exhibit A).
