REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />5, 2017 <br />TITLE: <br />AGREEMENT WITH THE SERVICE EMPLOYEES <br />INTERNATIONAL UNION (SEIU) <br />{STRATEGIC PLAN NO. 7,4 & 6) <br />I <br />CIT ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adoption of a Memorandum of Understanding (MOU) between the City of Santa Ana and the <br />Service Employees International Union Local 721 (SEIU) regarding wages and other terms and <br />conditions of employment for a term of 18 months from July 1, 2017 through December 31, 2018. <br />DISCUSSION <br />The City and the SEIU entered into negotiations on a successor MOU in March of 2017. After <br />months of weekly meetings, negotiations have recently been completed. The process resulted <br />in an agreement on the terms and conditions of employment detailed in the attached MOU <br />(Exhibit 1). The agreement was ratified by the SEIU membership on November 16, 2017 <br />The MOU contains some clean-up language and the major cost items detailed below. <br />1) Term: An eighteen month term from July 1, 2017 through December 31, 2018. <br />2) Salary Increase: <br />A. Effective September 1, 2017, the base salary of all employees covered by this MOU shall <br />be increased by two and one quarter percent (2.25%). <br />B. After application of the above 2.25% base salary increase, effective September 1, 2017 <br />all employees whose classification is still under the market average based on the <br />Classification and Compensation study completed by Public Sector Personnel Consulting in <br />2017 shall receive up to a maximum of a three percent (3%) of base salary. <br />2513-1 <br />
