City of Santa Ana, California <br />Section 3. Scope of Requested Collection Services <br />smaller or no carts. Customers may add additional yard waste carts as may be needed at <br />no additional charge, maintaining current provisions for removal of unused carts and <br />removal of carts at households meeting established criteria for repeat contamination. <br />Customers will be required to place the cart(s) curbside for collection. <br />4. On -Call Bulky Waste Collection <br />Upon request by a Residential Curbside Service Unit within the City, Contractor will <br />provide no more than four at -demand bulky item collections per year per Residential <br />Curbside Service Unit at no additional cost. Each such Curbside Service Unit is limited to <br />a maximum of five (5) bulky items (or twenty (20) bags of yard waste). Such collection <br />services will provide the opportunity of having large objects, and other Solid Waste <br />which is not required to be picked up pursuant to this Agreement, picked up and <br />processed properly. Requests by Curbside Service Units for such collections will be made <br />directly to the Contractor who will provide satisfactory telephone message receiving, <br />transmitting and response procedures and who will be responsible for maintaining a log <br />of such large item collections. At demand pick-ups will be responded to by Contractor <br />within a reasonable time but no more than five (5) working days after such a request is <br />received. Requests for more than two (2) at -demand collections peryear will be charged <br />in accordance with the rate per collection established by the City and will be billed to <br />the Curbside Service Unit requesting the additional collection by the Contractor. <br />• Contractor will provide for the collection and recycling of televisions, computer <br />monitors and computer laptops as part of the Bulky Item collection program. <br />• Contractor will provide assistance of removal of bulky items on private property <br />to senior citizens and disabled individuals at no cost. <br />• Any Bulky waste collected by Contractor, whether Residential, MFD, <br />Commercial or City, may not be landfilled or disposed of until the following <br />hierarchy has been followed by the Contractor. <br />o Reuse as is (if energy efficient) <br />o Disassemble for reuse or recycling <br />o Recycle (through participation of charitable organizations) <br />o Disposal <br />• Contractor will describe how it will encourage reuse and recycling and comply <br />with the Collection Agreement diversion requirement. <br />5. Household Hazardous Waste Collection <br />Proposer will commit to providing one Household Hazardous Waste Collection event <br />each year allowing residents to deliver their waste to a collection site for proper <br />disposal by Contractor. Contractor will coordinate with the City regarding location and <br />date of the events. Event outreach will meet all contractual outreach and education <br />requirements. Acceptable items are included as Attachment 12. <br />6. Residential Curbside Compost Give -Away <br />Proposer will commit to providing one Compost Give Away program each year, making <br />available to each Residential Curbside Unit a "free Compost' program that provides up <br />DRAFT RFP for Franchised Collection Services <br />65A-24 <br />11/28/17 Page <br />
