City of Santa Ana, California <br />Section 3. Scope of Requested Collection Services <br />promotion materials and implementation of the promotion strategy. The City shall also have the right to <br />approve material development contractors. A detailed listing of Public Education and Outreach <br />requirements can be found in Article 5.11 of the Franchise Agreement. <br />3.4.1 Contractor Responsibilities <br />Contractor will be required to provide the following services: <br />1. Annual Public Education Plan <br />Contractor will prepare an annual public education plan and meet with the City to review the <br />plan. Contractor is responsible for additional public education activities as specified below, <br />including personnel, printing and other program costs. Proposer shall refer to Draft <br />Agreement for a description of all requirements. <br />2. Public Education Plan Implementation <br />A detailed description and schedule for all of the initial program roll-out activities and for <br />annual ongoing public education and outreach materials and activities. The plan will be <br />provided to the City for review and approval within 30 days of award of Agreement. <br />Contractor will provide the City with each draft item a minimum of 14 days prior to any <br />production for review and approval. All outreach and education materials will include the <br />elements necessary to meet or exceed AB 939, AB 341 and AB 1826 requirements. Services <br />include: <br />• Public education strategy and development of materials to support roll-out of new <br />collection services. <br />• Develop, produce and distribute an information packet to each new Customer <br />throughout the Contract term. Contractor may attach these packets to the carts and <br />bins upon initial cart and bin distribution. This packet shall: describe available <br />services, including available recycling and diversion programs; provide instructions <br />for proper use of the carts and bins provided (such as how to place carts or other <br />permitted items for Collection, the types of materials to be placed in each cart); AB <br />939, AB 341 and AB 1826 requirements; detailed holiday Collection schedules; and, <br />provide billing and customer service telephone numbers. This packet shall contain <br />updated information on how to use Containers, when, where and how to place Solid <br />Waste for Collection, and who to contact with service or billing questions, and for <br />Bulky Item Collection. The packet shall also clearly indicate what materials, such as <br />syringes and other Household Hazardous Wastes (HHW), should not be disposed of <br />in these Containers. This brochure shall include instructions on how Customers <br />should dispose of HHW, such as information on the HHW program. <br />• Develop, produce and distribute public education and promotional materials to <br />Residential MFD and Commercial accounts at inception of the new program and <br />annually during the term of the Collection Agreement, including all outreach and <br />education materials necessary to meet or exceed AB 939, AB 341 and AB 1826 <br />requirements. <br />• Deliver set -out correction notices during the term of the Collection Agreement. <br />• Staff a booth at local public events as agreed upon with the City and distribute <br />promotional and educational materials. <br />DRAFT RFP for Franchised Collection Services <br />65A-32 <br />11/28/17 Page 15 <br />
