<br />PLANNING COMMISSION MINUTES 2 NOVEMBER 27, 2017 <br />BUSINESS CALENDAR ITEMS <br /> <br />PUBLIC HEARINGS <br /> <br />1. MITIGATED NEGATIVE DECLARATION/ENVIRONMENTAL REVIEW 2016-165, <br />GENERAL PLAN AMENDMENT NO. 2017-02 AND AMENDMENT APPLICATION NO. <br />2017-03 (Applicant: Brian Hendricks – 2223 West Fifth Street) <br /> <br />Legal notice published in the Orange County Reporter on November 17, 2017 and notices <br />mailed on November 16, 2017. <br /> <br />Senior Planner Pezeshkpour provided a presentation which included a site description, <br />site plan and photo, floor plans, renderings of project, and project analysis. Discussion <br />ensued on the existing road infrastructure, affordability of housing, parking requirements, <br />existing tenants, Sunshine Ordinance requirements, and existing transit. The applicant <br />spoke in support of the matter and addressed concerns raised by the Commission. <br /> <br />Chairman McLoughlin opened the public hearing and the following spoke on the matter: <br /> <br />• Alan Woo spoke in support; pleased with efforts of the Developer. <br />• Lucy Solorzan spoke in opposition; concerned with traffic and overcrowding. <br />• Pascaul (last name not provided) spoke in opposition; concerned with traffic and <br />overcrowding. <br />• Gilbert Esquivel spoke in opposition; concerned with traffic, overcrowding and <br />crime. <br />• Simon Rojas spoke in opposition: concerned with overcrowding. <br />• Conrad Gallegos spoke in opposition; concerned with traffic, parking, and crime. <br />• Lisa Fernandez spoke in opposition; concerned with security, traffic, speeding, <br />parking, noise, and pollution. <br />• Zach Trevino spoke in support; project addresses need for affordable housing. <br /> <br />There were no other speakers and the hearing was closed. Discussion ensued regarding <br />affordable housing requirements, speed limit, and plans to improve existing traffic <br />conditions and road infrastructure. Commissioner Verino and Nguyen noted concern with <br />limited parking, existing road infrastructure and affordability of the housing as reasons for <br />not supporting the matter. <br /> <br />MOTION: <br /> <br />Recommend that the City Council: <br /> <br />1. Adopt a resolution approving Mitigated Negative Declaration/Environmental <br />Review No. 2016-165 and General Plan Amendment No. 2017-02. <br /> <br />2.
