REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 19, 2017 <br />TITLE: <br />RECEIVE AND FILE NONPROFIT COMMUNITY <br />DEVELOPMENT BLOCK GRANT APPLICATION <br />PROCESS FOR FISCAL YEAR 2018-2019 <br />{STRATEGIC PLAN NO. 5,4) <br />1 o " ".v \ / <br />ITY MANAGER <br />RECOMMENDED ACTION <br />Receive and file. <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION MEETING <br />On November 15, 2017 the Community Redevelopment and Housing Commission reviewed the <br />draft Nonprofit CDBG Application and concurred with staff recommendations to expand current <br />application requirements and guidelines. <br />DISCUSSION <br />The City receives an annual allocation of Community Development Block Grant (CDBG) funds <br />from the United States Department of Housing and Urban Development (HUD) to improve low- to <br />moderate -income neighborhoods, eliminate blight and encourage economic development. These <br />funds have been used for a diverse range of programs including housing, street improvements, <br />park and public facilities improvements, small business start-up grants, code enforcement and <br />public services. The City's CDBG allocation for Fiscal Year (FY) 2018-19 is estimated at <br />$5,284,239, based on the current year allocation. The City may use a maximum of fifteen percent <br />of this total amount or $792,635 for public service programs. <br />On January 8, 2018 staff will release an application for nonprofits to apply for the estimated <br />$792,635 in CDBG funding for FY 2018-19. These amounts are subject to adjustment based on <br />the actual CDBG allocation from HUD following the approval of the Federal FY 2018 Budget. <br />Based on prior input and direction from the City Council, staff recommends expanding the current <br />application requirements and guidelines to: <br />1. Include an emphasis on economic development programs; <br />2. Allow joint applications from nonprofit organizations; <br />3. Implement a cap of $75,000 for single applicants and $100,000 for joint applicants. <br />19D-1 <br />
