Nonprofit CDBG Application Process FY 2018-19 <br />December 19, 2017 <br />Page 2 <br />Following City Council direction during the last funding round, funds will be made available to <br />experienced nonprofit organizations for public services that include an emphasis on crime <br />prevention, intervention, and/or suppression efforts for children, youth and/or families. <br />Additionally, Parks Recreation and Community Services Agency (PRCSA) staff have researched <br />and requested Summer Night Lights pilot programs in two impacted neighborhoods <br />(Townsend/Myrtle and Madison). Staff will encourage nonprofits to coordinate with PRCSA and <br />the Santa Ana Unified School district to apply for Summer Night Lights pilot programs as a <br />subcategory in the application. These programs would keep recreational facilities open later <br />during the summer months for crime prevention purposes that will build relationships, engage <br />community, and develop sustained positive change. <br />Over the past year, multiple inquiries have been received regarding economic development <br />programs such as financial literacy, economic empowerment, and worker cooperatives. This year <br />staff is proposing to include an additional emphasis on economic development to expand the <br />types of services available to residents. Nonprofits would be able to apply for programs with an <br />emphasis on 1) crime prevention, intervention, and/or suppression efforts for children, youth <br />and/or families, and/or 2) economic development. <br />Staff is also proposing to allow nonprofit organizations the option of submitting a joint application <br />with other nonprofit organizations. This change is intended to encourage collaboration in our <br />nonprofit community and build upon the nonprofit collaboration roundtable that staff held on <br />October 5, 2017. All programs funded must also provide a benefit to low- and moderate -income <br />people and align with the City's Strategic Plan. <br />As in prior years, a minimum grant award of $30,000 per program will be required. For this <br />application cycle, a single applicant maximum grant award of $75,000, or a joint collaborative <br />applicant maximum grant award of $100,000 is proposed. The maximum grant award is <br />estimated to be sufficient to fund at least one new full-time staff member for an organization to <br />provide a new or enhanced program. <br />Nonprofits will be required to submit an online application available through the City's website. <br />Staff will be available to assist nonprofits with technical support throughout the application <br />process. Nonprofits interested in applying will be required to attend a CDBG training that covers <br />federal regulatory requirements, local requirements, and information on the online application. <br />The review of applications and recommendations for funding will be performed by the Community <br />Redevelopment and Housing Commission (CRHC). The recommendations from the CRHC will <br />then go to City Council for final consideration and approval. The following is a tentative timeline of <br />the application process: <br />19D-2 <br />
