REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 19, 2017 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />APPROVE AN AMENDMENT TO THE ❑ As Recommended <br />AGREEMENT TO INCREASE THE CONTINGENCY ❑ As Amended <br />FOR UNARMED SECURITY GUARD F-1 Ordinance on 2 n Reading <br />STRATEGIC PLAN NO. 6, 1C ❑ Ordinance on 2nd Reading <br />SERVICES <br />(STRATEGIC } El Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CVY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an amendment to the agreement <br />with U.S. Security Associates, Inc., to increase the contingency by $17,255 for a total <br />contingency of $40,055 and total compensation of $1,171,787 to perform unarmed security guard <br />services at various City locations, for the three-year period beginning June 1, 2017, and expiring <br />May 31, 2020, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On March 4, 2017, City staff released a Request for Proposals (RFP) for unarmed security guard <br />services for the facilities. On May 16, 2017 an agreement was awarded by the City Council to <br />U.S. Security Associates. Since then, the need for temporary security services at 625 S. Cypress <br />Avenue has occurred. The Parks, Recreation and Community Services Agency has been <br />working on taking the steps necessary to properly secure this site. Even though City Staff has <br />contacted the Police Department to clear the site and board up the location on several occasions, <br />there continues to be intruders accessing the building. Therefore additional measures have been <br />implemented, such as: <br />Police Clearance: The Police Department cleared the facility again just prior to installation <br />of the metal coverings, discussed below. <br />Access and surveillance: A security gate and door company has installed onto the facility <br />metal window coverings and metal doors. Additionally the company installed cameras for <br />video surveillance. This equipment was leased and will be removed once the facility has <br />been converted to the intended use of a History Center Archive. <br />Security Guards: U.S. Security Associates was contacted and began servicing the site <br />with 7 -day a week service from 6pm to 6am starting November 17, 2018.
