REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 19, 2017 <br />TITLE: <br />AGREEMENT WITH THE <br />CONFIDENTIAL ASSOCIATION OF <br />THE CITY OF SANTA ANA (CASA) <br />(STRATEGIC PLAN NO. 7,4 & 6) <br />1 <br />CI ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2n1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adoption of a Memorandum of Understanding (Attachment 1) with the Confidential Association of <br />City of Santa Ana (CASA) regarding wages and other terms and conditions of employment for a <br />term from July 1, 2017 through December 31, 2018, for an estimated cost of $128,000, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />The City and the CASA employees recently completed contract negotiations resulting in a new <br />eighteen month Memorandum of Understanding (MOU). The MOU covers July 1, 2017 through <br />December 31, 2018. The terms reflect direction given to staff by City Council and the CASA <br />employees voted and approved these terms on November 29, 2017. <br />The major provisions of this agreement include: <br />1. Term: An eighteen month term from July 1, 2017 through December 31, 2018. <br />2. Salary: Effective September 1, 2017, the base salary of employees covered by this MOU shall <br />be increased by two percent (2%). <br />The City agrees to conduct a compensation study of all CASA classifications. The study of the 8 <br />largest Orange County cities will be completed by an outside consultant and shall be completed <br />by September 1, 2018. There shall be no negative impact to any bargaining unit member <br />because of the compensation study. <br />25H-1 <br />
