REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 19, 2017 <br />TITLE: <br />AGREEMENT WITH THE SANTA <br />ANA MANAGEMENT <br />ASSOCIATION OF THE CITY OF <br />SANTA ANA (SAMA) <br />(STRATEGIC PLAN NO. 7,4 & 6) <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adoption of a Memorandum of Understanding (Exhibit 1) with the Santa Ana Management <br />Association of City of Santa Ana (SAMA) regarding wages and other terms and conditions of <br />employment for a term from July 1, 2017 through December 31, 2018, for an estimated cost of <br />$160,000, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City and the SAMA employees recently completed contract negotiations resulting in a new <br />eighteen month Memorandum of Understanding (MOU). The MOU covers July 1, 2017 through <br />December 31, 2018. The terms reflect direction given to staff by City Council and the SAMA <br />employees voted and approved these terms on November 29, 2017. <br />The major provisions of this agreement include: <br />1. Term: An eighteen month term from July 1, 2017 through December 31, 2018. <br />2. Salary: Effective September 1, 2017, the base salary of employees covered by this MOU shall <br />be increased by two percent (2%). <br />3. Health Insurance Contribution: Effective January 1, 2018 city shall contribute in a monthly <br />amount as follows: <br />Employee <br />up to <br />$654.00 <br />Employee + 1 <br />up to <br />$1,307.00 <br />Family <br />up to <br />$1,700.00 <br />4. Holidays: Adjust current Holiday and Floating Holiday hours to reflect each employee's regular <br />work hours. Allow employees to take Banked Holiday time off in '/z hour increments. <br />25J-1 <br />
