REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 19, 2017 <br />TITLE: <br />AGREEMENT WITH THE PART- <br />TIME CIVIL SERVICE SEIU <br />(PTCS-SEIU) (STRATEGIC <br />PLAN NO. 7, 4 & 6) <br />r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />F_hJ=1N9;4�: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance onI� Reading <br />❑ Ordinance on 20d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adoption of a Memorandum of Understanding (Exhibit 1) with the Part-time Civil Service- SEIU <br />(PTCS-SEIU) bargaining group regarding wages and other terms and conditions of employment <br />for a term from July 1, 2017 through December 31, 2018, for an estimated cost of $13,700, subject <br />to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City and the PTCS-SEIU employees recently completed contract negotiations resulting in a <br />new eighteen month Memorandum of Understanding (MCU). The MOU covers July 1, 2017 <br />through December 31, 2018. The terms reflect direction given to staff by City Council and the <br />PTCS-SEIU employees voted and approved these terms in December 7, 2017. <br />The major provisions of this agreement include: <br />1. Term: An eighteen month term, from July 1, 2017 through December 31, 2018. <br />2. Salary Increase: <br />A. Effective September 1, 2017, the base salary of all employees covered by this MOU shall <br />be increased by two and one quarter percent (2.25%). <br />B. Effective September 1, 2017 all employees whose salary is still under the market average <br />based on the Classification and Compensation study completed by Public Sector Personnel <br />Consulting in 2017 after application of the base increase will receive up to a maximum of an <br />additional three percent 3%. <br />3.Health Insurance: <br />Effective January 1, 2018 an employee who is covered under a spouse's non -city sponsored <br />health plan and voluntarily waives, in writing, their City paid health insurance coverage will <br />25K-1 <br />
