Adopt a resolution approving Mitigated Negative Declaration/Environmental Review No. 2016- <br />165 and General Plan Amendment No. 2017-02. <br />2. Adopt an ordinance approving Amendment Application No. 2017-03. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on November 27, 2017, the Planning Commission by a vote of 3:2 (Nguyen <br />and Verino opposed; Alderete and Bacerra absent) recommended that the City Council adopt a <br />resolution approving Mitigated Negative Declaration/Environmental Review No. 2016-165 and <br />General Plan Amendment No. 2017-02 and adopt an ordinance approving Amendment <br />Application No. 2017-03 to allow the Tiny Tim Plaza project located at 2223 and 2237 West Fifth <br />Street. The Planning Commission made no changes to the recommended actions outlined in the <br />attached staff report (Exhibit A). <br />DISCUSSION <br />The applicant is requesting approval of two entitlements to allow a new, 51 -unit affordable <br />residential development and commercial rehabilitation project at Tiny Tim Plaza located at 2223 <br />and 2237 West Fifth Street. Specifically, the applicant is requesting approval of a General Plan <br />Amendment (GPA) to change the property's General Plan land use designation from Low -Density <br />Residential (LR) and General Commercial (GC) to the Urban Neighborhood (UN) land use <br />designation and approval of an Amendment Application (AA) to change the property's zoning <br />designation from Single -Family Residence (R1) and Two -Family Residence (R2) to Specific <br />75A-1 <br />
