Staff is recommending approval of the applicant's request due to the <br />site's proximity to transit services and employment centers and because the proposed project <br />has been designed to incorporate significant reinvestment in the entire project site and to <br />minimize impacts on surrounding land uses. <br />A complete analysis is provided in the attached staff report (Exhibit A).
