EXHIBIT " A" <br />Scope of Work <br />(Also known as "2. Firm Profrle" of PRC's Response to RFQ# 17-0079 Foreclosure <br />Registration Program Services) <br />Property Registration Champions LLC (PRC) was incorporated April 29, 2009 under the <br />name of Federal Property Registration Corporation (F.P.R.C.). F.P.R.C. underwent a <br />name change filed on March 31, 2014 and subsequently became Community Champions <br />Corporation with no changes in corporate structure with respect to the organization. On <br />March 9, 2015, Mr. David Mulberry became the CEO/President of Community Champions <br />Corporation with the Managing Director Mr. Thomas Darnell becoming the Chief Financial <br />Officer. <br />This structure remains in place today with PRC operating the core business of Community <br />Champions as our property registration company. To summarize, we're certain you'll find <br />PRC is rich in government, banking and technology experience notwithstanding our <br />proven expertise in serving our Government partners (customer service) with nearly 170 <br />Government agencies partnering with us in the administration of their property registration <br />programs. <br />Our work with our Government partners is closely aligned with the requirements set forth <br />in this RFQ, Section III. Scope of Services. As we do with our other Government <br />partners, the following is intended to address those requirements: <br />1. As with our other Government partners, PRC will follow the requirements of the <br />City of Santa Ana enacting legislation for foreclosed property registration. The <br />PROCHAMPS team works closely with key staff (Public Officer included) to <br />ensure all deliverables and strategies are supported and implemented to <br />include collaboration on notifications to Responsible Parties and enforcement <br />initiatives if required. <br />2. PRC will provide a web link to the City, directing responsible parties to <br />PROCHAMPS for registering abandoned real properties. PRC provides a web <br />based automated property registration platform ("PROCHAMPS") designed to <br />facilitate ease of registration, requests for Inspections and uploading of <br />documents/photos allowing for seamless transactional functionality between <br />responsible parties, PRC and City staff. The PROCHAMPS application will <br />meet or exceed City anti-virus and security requirements. <br />3. Please see response to No. 2 above. <br />4. PRC will routinely, systematically and proactively review property records for <br />the purpose of assigning and notifying responsible parties of the Ordinance <br />751-15 <br />
