ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements —Project No. 17-6883 <br />No other routine transport, use, or disposal of hazardous materials is anticipated as a result of the proposed Project <br />Thus, compliance with existing regulations would ensure that impacts are not greater than that previously analyzed <br />in the 1990 FEIS/EIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: No 1990 FEIS/EIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />b) Create a sighujsemd hnymrd to the public or the environment through reasonablyforeseeable upset <br />and accident conditions involving the release ofhasardous materials into the environment? <br />As listed in Table 1 Proposed Properiv Acquisition, a total of three Assessor's Parcel Numbers (APNs) (002-261- <br />06, -29, and -30) would be partially acquired as a result of the proposed intersection improvements; refer to Exhibit <br />5 Proposed Meht-of- 4PavAcaearition. All proposed areas of acquisition include vacantportions of commercial and <br />multi -family residential properties. These vacant areas consist of bare soils, paving/asphalt, or omamental <br />landscaping. Based on information maintained by the State Water Resources Control Board (SWRCB), APN 002- <br />261-06 (currently a vacant disturbed property located at 2702 N. Bristol Street) was historically Chevron Service <br />Station #9-8787.12 On January 28, 1999, three 10,000 -gallon gasoline underground storage tanks (USTs) and one <br />1,000 -gallon used oil UST were removed from the property. <br />According to the SWRCB, a release from the USTs, clarifier, sump, and degreaser were reported during tank <br />removal. Site characterization of potential contaminates was completed and, based on groundwater monitoring, <br />determined that only the soil was affected above regulatory thresholds. Contaminated soils were excavated. <br />Based on a case closure letter issued by the Santa Ana Regional Water Quality Control Board (RWQCB), dated <br />October 22, 2001, completion of the site investigation, remedial action, and groundwater monitoring was <br />completed.13 No further action related to the reported release is required based on the current land use <br />According to the 1990 FEIS/EIR, ROW impacts to businesses that may generate hazardous waste or sites that <br />contain underground storage tanks will occur with implementation of the preferred altemative The 1990 FEIS/EIR <br />acknowledged that it is likely that implementation of the prefered altemative would require the removal of USTs or <br />aboveground storage tanks, or modifications to sites that have historically been handling, processing, or storing <br />hazardous materials. Such activities have the potential to release hazardous wastes into the air or into the ground, <br />but standard construction practices, which would involve careful coordination of design plans or prior notification of <br />construction activity, are expected to minimize these risks and to minimize any disruptions. Thus, compliance with <br />existing regulations and the 1990 FEIS/EIR mitigation measures would ensure that impacts are not greater than that <br />previously analyzed in the 1990 FEIS/EIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: <br />X-1 The City of Santa Ana's Public Works Director will coordinate closely with all agencies and <br />companies which maintain underground or at -grade utility or energy facilities within the areas to be <br />disturbed by project construction activities. Preliminary and final design plans will be made available <br />to such agencies for review and comment At least 48 hours prior to commencement of any excavation <br />activities, the City will contact the Underground Service Alert to notify the affected utility/energy <br />purveyors who can place their personnel at the excavation site to assist in the location of underground <br />facilities during the exploratory digging immediately preceding excavation.
