REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 16, 2018 <br />TITLE: <br />PROPOSED AMENDMENT TO <br />CLASSIFICATION AND COMPENSATION <br />PLAN AND ANNUAL BUDGET <br />{STRATEGIC PLAN NO. 7,6) <br />MOM, <br />!6 Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on ls' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a Resolution that amends the City's Basic Classification and Compensation Plan to create <br />one full-time job classification of Administrative Secretary and amend the Fiscal Year 2017-18 <br />,Annual Budget to reallocate one position in the Community Development Agency. <br />DISCUSSION <br />Upon a review of the organizational structure of administrative support job classifications in the <br />City Manager's Office, the City Manager is proposing the creation of a secretarial classification <br />titled Administrative Secretary (UC). The Administrative Secretary will perform various clerical <br />duties in the City Manager's Office but will not have primary responsibility for City Council support. <br />This new classification will be paid 18% less than an Executive Assistant, an anticipated savings <br />of $5,290 for the remainder of the fiscal year. The Administrative Secretary position would be an <br />under fill of the Executive Assistant position. <br />In addition, the Senior Management Analyst position that oversees the financial operations of the <br />Community Development Agency was recently reviewed to determine if the classification title <br />properly aligns with the responsibilities of the position. This review determined that the position's <br />duties and responsibilities, especially those that pertain to the complex dissolution of the former <br />Santa Ana Community Redevelopment Agency through its Successor Agency, are more consistent <br />with the classification Principal Management Analyst (AM) than the current classification title. <br />This position is tasked with developing, implementing and adjusting information gathering and <br />reporting -'practices required by multiple governmental oversight organizations, which involves <br />interaction with State officials as well as elected and appointed officials serving on the Successor <br />Agency/Successor Housing Agency and Oversight Board. The position is responsible for real <br />property disposition for the Successor Agency, including negotiations with buyers, their <br />representatives, legal counsel, as well as escrow and title officials. The position also provides <br />critical ongoing support to the Finance and Management Services Agency in organizing and <br />providing information needed to prepare accounting entries and financial disclosure reports related <br />to the Successor Agency/Successor Housing Agency. <br />55D-1 <br />
