City of Santa Ana, California <br />Section 3. Scope of Requested Collection Services <br />The Contractor shall provide battery recycling buckets for the drop-off of batteries at each <br />City Facility designated by the Contract Administrator for the safe collection and recycling of <br />batteries. The Battery Recycling Program shall include the placement, removal and <br />replacement of the battery buckets. <br />3.2.5 Other Collection Service Considerations <br />1. Street Sweeping (Optional) <br />Proposers may offer to provide Street Sweeping services at an additional charge. Street <br />Sweeping requirements and cost proposal forms are provided as Attachment 9. <br />2. Pressure Washing (Optional) <br />Proposers may offer to provide Pressure Washing services at an additional charge. Pressure <br />washing requirements and cost proposal forms are provided as Attachment 10. <br />3. Additional Collection Service Requirements: <br />• Provide public education to residents and businesses. A detailed description of <br />Contractor's public education responsibilities is provided in the Collection <br />Agreement. <br />• Compliance, monitoring and reporting relative to AB 939, AB 341 and AB 1826 and <br />all applicable laws. <br />• Provide customer service and billing service as necessary to fulfill its obligations. <br />• Furnish all labor, supervision, collection vehicles, collection containers, other <br />equipment, materials, supplies, and all other items and services necessary to <br />perform its obligations. <br />• Be solely responsible to pay all expenses related to the provision of services <br />including, but not limited to, taxes, regulatory fees, host fees, business license fees, <br />utilities, etc. <br />• Be solely responsible for the impact of any changes in law to the operation of the <br />Contractor's facility(ies), including financial and operational impacts. <br />• Provide all services in a thorough, safe and professional manner. <br />• Contractor shall be responsible for ensuring that its customers consistently receive a <br />high level of customer service and responsiveness. <br />• Comply with applicable laws, regulations and ordinances. <br />3.2.6 Processing Plan <br />Proposer shall include a Processing Plan that demonstrates the Proposer's ability to arrange for <br />the processing of Recyclables and Organics originating in the City for the term of the Collection <br />Agreement and any extensions thereof. The plan should identify any arrangements that will <br />benefit the City in maintaining long-term rate stability. Prior to selection, the Contractor will be <br />required to produce proof of all arrangements described in its offer. Contractor should indicate <br />the per -ton costs and tonnage disposal guarantees they will offer the City. The plan should <br />specify facilities and fees for the processing of all materials collected in the City including roll- <br />off. <br />DRAFT RFP for Franchised Collection Services 11/28/17 Page 13 <br />65B-22 <br />
