Scope of Requested Collection Services <br />in such areas shall be made between the hours of 6:00 a.m. and 6:00 p.m. The hours of <br />Collection may be temporarily extended due to extraordinary circumstances or conditions. <br />3.6.2 Equipment <br />1. Vehicles <br />Contractor shall provide a fleet of new Collection vehicles sufficient in number and capacity <br />to efficiently perform the work required by the Franchise Agreement in strict accordance <br />with its terms. Contractor will provide detailed information regarding the number of each <br />type of collection vehicle to be used, along with the name of the manufacturer and vehicle <br />specifications. Contractor shall have available sufficient back-up vehicles for each type of <br />Collection vehicle used to respond to scheduled and unscheduled maintenance, service <br />requests, complaints, and emergencies. Such back-up vehicles may be used vehicles. All such <br />vehicles shall have watertight bodies designed to prevent leakage, spillage, or overflow. <br />Hoppers shall be enclosed on top and on all sides to prevent material from leaking, blowing <br />or falling from the vehicles. Each Collection vehicle shall be equipped with a shovel and <br />broom for clean-up of spillage. Collection vehicles shall never be loaded to exceed the <br />manufacturer's recommended weight limit or otherwise operated unsafely or in violation of <br />any Applicable Law. <br />• Vehicle Impacts. The vehicles shall comply with the Solid Waste Collection Vehicle <br />rule adopted by the California Air Resources Board (CARB) on September 25, 2003, <br />and any other California Air Resources Board requirements. <br />• Alternative Fuel Vehicles. Contractor shall meet all State, County, City, CARB and <br />South Coast Air Quality Management District (SCAQMD) and any other applicable <br />regulations and requirements. <br />2. Containers <br />Contractor will provide new curbside collection carts for fully automated collection service <br />as specified in the Draft Agreement. Contractor will provide proposed cart specifications <br />including manufacturer and model, anticipated service life and warranty associated with <br />the proposed cart. <br />Contractor -provided bins shall be designed and constructed to be watertight and prevent <br />the leakage of liquids. All bins shall display the Contractor's name, local telephone number, <br />and some identifying inventory or serial number. If a new contractor other than the current <br />service provider is selected for the new Agreement such Contractor may attempt to <br />negotiate the purchase of the existing Commercial bins and roll -off Boxes from the current <br />service provider. <br />3.6.3 Personnel <br />Contractor shall furnish such qualified drivers, mechanical, supervisory, customer service, <br />clerical, and other personnel as may be necessary to provide the services required by this <br />Agreement in a safe and efficient manner. Contractor shall designate at least one (1) qualified <br />employee as the City's primary point of contact with Contractor who is principally responsible <br />for Collection operations and resolution of service requests and complaints. <br />Contractor shall use its best efforts to assure that all employees who interact with Customers <br />present a neat appearance and conduct themselves in a courteous manner.
