RESOLUTION NO. 2018-004 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO, 2015-026 TO ADD <br />THE POSITION OF ADMINISTRATIVE SECRETARY AND TO <br />AMEND THE CURRENT ANNUAL BUDGET TO RECLASSIFY <br />ONE SENIOR MANAGEMENT ANALYST POSITION IN THE <br />COMMUNITY DEVELOPMENT AGENCY TO A PRINCIPAL <br />MANAGEMENT ANALYST. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. On June 16, 2015, the City Council adopted Resolution <br />No. 2015-026 amending and re-establishing the Basic Classification and <br />Compensation Plan for all Full -Time and Part -Time Classifications of Officers <br />and Employees of the City of Santa Ana. <br />B. Section 1004, Article X of the City Charter of the City of Santa Ana requires the <br />City Manager to prepare, install and maintain a position classification and pay <br />plan subject to civil service rules and regulations and the approval of the City <br />Council. <br />C. On July 5, 2017, the City Council passed and adopted Ordinance No. <br />NS -2919, establishing the City's Budget and authorizing position allocations for <br />Fiscal Year 2017-2018. The Ordinance also sets forth the requirement that <br />alterations in the allocation of authorized positions be reviewed and approved <br />by the City Council. <br />D. The Interim Executive Director of the Community Development Agency <br />proposes reclassifying a full-time Senior Management Analyst position to a <br />Principal Management Analyst position. The Principal Management Analyst <br />duties would include acting as a representative who will be dedicated and <br />responsible to develop, implement, and adjust information gathering and <br />reporting practices as required to meet the demands of multiple governmental <br />oversight organizations, including the State of California, State Auditor, and <br />County of Orange. This position would involve interaction with State officials <br />from the Department of Finance and officials serving on the Successor <br />Agency/Successor Housing Agency and Oversight Board. <br />Resolution 2018-004 <br />Page 1 of 3 <br />
