DISCUSSION On November 22, 2017 a Request for Proposals (RFP) was issued. Despite posting the RFP on PlanetBids and City staff contacting various carnival operators, the City only received one proposal from the current firm providing the service. A three member evaluation committee consisting of representatives from the Parks, Recreation and Community Services Agency reviewed the proposal. The proposal was evaluated according to the criteria listed in the RFP, which includes equipment, capability, and functionality of vendor, level of service and support, experience of firm and personnel, and past performance. The evaluation concluded that the vendor is qualified to continue as the carnival operator. Below is a listing of park sites, tentative dates and the fee that is to be remitted to the City.
