The City has established a proposal review committee to evaluate proposers based on the <br />response to the RFP, which includes adherence to outlined directions and format, and the City <br />evaluation criteria set forth above. A final score will be calculated for each submitted proposal <br />and used to rank the proposers. <br />B. SELECTION <br />The committee may interview the top ranking proposers. The City will recommend award of the <br />agreement to the proposer who will provide the best quality and value to the City. City reserves <br />the right to begin negotiations and enter into an agreement without interview or further <br />discussions. <br />VI. AWARD OF AGREEMENT <br />A. REQUEST FOR COUNCIL ACTION <br />Following evaluation and rating by the proposal review committee, the Project Manager will <br />recommend award of an agreement to the proposer providing the best quality and value to the <br />City. <br />B. EXECUTION OF AGREEMENT <br />A sample agreement is attached as Exhibit B. "Proposer" will hereinafter be referred to as <br />"Consultant" in sample agreement. <br />The term of the agreement will begin after the agreement is fully executed, and all required <br />bonds, insurance documents and contents of the payment information packet have been <br />received and approved. <br />VII. PUBLIC RECORDS <br />All responses to the RFP shall become property of the City, and proposals will become public <br />record after award of agreement. Proposer information identified as proprietary information shall be <br />maintained confidential, to the extent allowed under the California Public Records Act. <br />City of Santa Ana RFP 17-072 <br />2M-13 <br />
