REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 20, 2018 <br />TITLE: <br />MEMORANDUM OF UNDERSTANDING <br />WITH WESTERN EDUCATIONAL <br />CORPORATION, DBA ORANGE COUNTY <br />WORKFORCE INNOVATION HIGH <br />SCHOOL TO PROVIDE GRANT FUNDED <br />NON-TRADITIONAL HIGH SCHOOL <br />DIPLOMA COMPLETION SERVICES THAT <br />COMPLIMENT WORK CENTER <br />PROGRAMS <br />(STRATEGIC PLAN NO. 2;4) <br />L�f <br />CIW MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 13' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the Memorandum of <br />Understanding with Western Educational Corporation, dba Orange County Workforce Innovation <br />High School for grant funded non-traditional high school diploma completion services, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />WORKFORCE DEVELOPMENT BOARD <br />At its regularly scheduled meeting on January 18, 2018, the Workforce Development Board voted <br />11:0:1, Luviano abstained (Alegre, Lewis, McGowen, Perez, Ruiz, Sanchez, Smith absent) to sign <br />a Memorandum of Understanding with Western Educational Corporation, dba Orange County <br />Workforce Innovation High School. <br />DISCUSSION <br />Workforce Innovation Opportunity Act (WIOA) mandates that certain federal, state and local <br />agencies formally partner with the local Workforce Development Board's (WDBs) to align <br />investments in workforce, education and economic development with regional in -demand <br />industries. Local WDB's are also encouraged to develop a Memorandum of Understandings <br />(MOU) with organizations that will bring complementary services to the WORK Center and <br />partners. <br />25G-1 <br />
