City of Santa Ana Recycled Water Master Plan <br />water supply, technology evaluation and <br />recommendations, and preparation of study <br />and design reports. For the City of Upland's <br />Recycled Water System Master Plan, John <br />developed a phased recommendation for <br />expanding the recycled water system to <br />meet the demand of the identified recycled <br />water customers. John also evaluated future <br />demands for the Inland Empire Utilities <br />Agency's existing and estimated recycled <br />water demands, and a recommended <br />regional backbone system to distribute <br />recycled water throughout the service area. <br />John worked on the original Green Acres <br />Project (GAP) hydraulic model for Orange <br />County Water District, converted a potable <br />water reservoir previously owned by the City <br />to support the GAP. John is active locally as <br />the Treasurer of the Orange County Water <br />Association where we held SafetyFest at <br />the City's office in May 2017 and is on the <br />Board of Directors of WateReuse <br />Association. John has worked with Tom on <br />several projects in the past years. <br />We have included <br />Mr. Ben Pak in the <br />TRHA team who will <br />be developing the <br />hydraulic models for <br />the master plan. In <br />addition to expertise <br />in developing and analyzing recycled water <br />hydraulic models, Mr. Pak has managed the <br />recycled water development and <br />conversions for the Inland Empire Utilities <br />Agency for the cities of Chino, Chino Hills, <br />Ontario, Upland, Montclair, Monte Vista <br />Water District, and Cucamonga Valley <br />Water District. <br />testing, and <br />And finally, we included <br />Mr. Joe Walters for <br />Quality Control and <br />Quality Assurance. <br />Mr. Walters has been <br />responsible for <br />conversion of over one <br />hundred customer sites <br />including, plan <br />review, cross connection <br />construction inspection. He <br />managed multiple consultant teams for 10 <br />years, and developed project specific master <br />plans to focus on opportunities within and <br />outside West Basin Municipal Water District <br />West Basin) service area where he served as <br />Recycled Water Program Manager for 16 years. <br />He managed the West Basin Recycled Master <br />Planning efforts in FY2000, FY2009 CIMP; <br />and FY2014. Joe directed West Basin's Clean <br />Water State Revolving Fund (CWSRF) <br />application ($27M) and Proposition 84 <br />Round 3 project management ($611K). He <br />provided Contract Negotiations for industrial <br />users including Tesoro Refinery, Toyota, and <br />Honda North American Headquarters. <br />The TRHA Team has over 100 years of <br />combined experience in planning; <br />developing, funding, and administering <br />recycled water projects both in the system <br />and onsite implementation. By providing a <br />focused team of experts, the City will <br />receive the highest quality effort and a <br />product that will be based on technical <br />analysis but also the "reality check" resulting <br />from both public agency and private <br />experience of implementing a recycled <br />water program from inception to "water <br />through the meter". <br />Understanding of Need and <br />Approach <br />The City's current wastewater flows are <br />conveyed to the Orange County Sanitation <br />District for treatment and disposal. The <br />Orange County Water District currently <br />produces recycled water from wastewater <br />treated at the Orange County Sanitation <br />Districts to provide recycled water to <br />customers through the Green Acres Project <br />(GAP). <br />OCWD's Green Acres Project (GAP) is a <br />water reuse effort that provides recycled <br />water for landscape irrigation at parks, <br />schools and golf courses; industrial uses, <br />such as carpet dying; toilet flushing; and <br />power generation cooling. <br />Firm Team, Understanding of /deed and Approach, and Scope of Work <br />25A-15 <br />Page 2 <br />
