AA No. 2017-02, CUP <br />January 22, 2018 <br />Page 2 <br />Executive Summary <br />No. 2017-29, & VAR No. 2017-07 <br />.Net Development Compahy, ,representing the Jahangiri Family Trust and the.City:of Santa Ana, is <br />requesting approval of'sev'eral erititlements'to allow construction of a Hampton Inn by Hilton hotel <br />at 2115, 2123, and 2129 North Main Street. Specifically, the applicant is requesting approval of <br />an Amendment Application (zone change) to change the property's zoning designation from <br />Professional (P) to Community -Commercial-Museum District (C1 -MD), a conditional use .permit' <br />(CUP) for the hotel, and variances to allow reductions in required off-street parking and front -yard <br />setback, increased wall height in the front -yard, and four major building identification signs. ;Staff <br />isrecommending approval of the applicant's request due to the irregular site configuration and <br />because the project has been designed to minimize impacts on surrounding properties. <br />The project also includes use oftwo historic properties. The historic -property at 2115 North Main <br />Street (the MacFarlane House) will .be rehabilitated 'for' -use 'as an eating ,establishment. In <br />.addition, the historic property at 2056 North Bush Street (the Melton'House)`Will be relocated to <br />Main Street adjacent to the hotel for use as.an eating establishment. ?he .Historio Resources <br />Commission will review. the proposed relocation 'and physical modifications.at.the January=25, <br />2018 meeting. <br />At the December 11,2017 Planning.Commission meeting, the Commission continuedthe iter to <br />the next.regular meeting and requested more information on: <br />1. The'impacts of displaced parking; specifically :the loss'of 93 public:parking.spaces; <br />2. The southbound Main Street left -turn movement into, the property; and <br />3. Any additional security conditions/measures needed for the project. <br />In -response, the applicant has prepared letters with responses to comments received and <br />provided an updated -Shared Parking Study and Traffic Impact Study. Staff has reviewed the <br />information and verified the accuracy of the shared parking and .traffic analyses (Exhibits 1446). <br />Further, since the December .Planning Commission meeting, the applicant: has .made two <br />changes to the site plan: <br />The wall between the two historic structures will now be setback 8.5 feet from the ,front. <br />property line. <br />• Two additional parking spaces were added 'bringing the total number of proposed parking <br />spaces to 1.28. <br />75A-6 <br />
