Award a contract and authorize the City Manager and Clerk of the Council to execute a <br />contract with Alfaro Communications Construction, Inc., the lowest responsible bidder, in <br />accordance with the base bid in the amount of $222,050, for the term beginning upon <br />execution of the contract and ending upon project completion, for construction of the <br />Crosswalk Upgrades project, subject to nonsubstantive changes approved by the City <br />Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$300,000, which includes the contract bid amount, administration, inspection and testing, and <br />an authorized contingency of $33,540. <br />3. Amend the Fiscal Year 2016-17 Capital Improvement Program and approve the reallocation <br />of $100,000 in General Funds from the Safe Mobility Santa Ana Project (Project No. 17- <br />6009). <br />DISCUSSION <br />The recommended actions are needed to proceed with the installation of traffic safety <br />enhancements at various intersections throughout the City (Exhibit 1). The improvements <br />include a bulb -out at the east leg of the intersection of Fourth Street and Minter Street, <br />implementation of rectangular rapid flashing beacons (RRFB's), signage, and striping. Once <br />completed, these improvements will provide intersection safety enhancements and improve <br />mobility for all users. <br />A Notice Inviting Bids was advertised on March 31, 2017, and April 5, 2017. Bids were opened <br />on April 24, 2017. The following is a summary of the bid invitations made and the bids <br />received: <br />
