REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 6, 2018 <br />TITLE: <br />APPROVE AGREEMENT TO NEWCOMB <br />ANDERSON MCCORMICK, INC., FOR A <br />WATER ENTERPRISE ALTERNATIVE ENERGY <br />FEASIBILITY STUDY <br />(NONGENERAL FUND) <br />(STRATEGIC PLAN NO. 5, 2) <br />Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Newcomb Anderson <br />McCormick, Inc., to conduct a water enterprise alternative energy feasibility study for the three-year period <br />beginning March 6, 2018, and expiring March 5, 2021, with provisions for a two-year renewal option <br />exercisable by the City Manager and City Attorney, in an amount not to exceed $75,000, including a <br />$59,400 project fee and a contingency of $15,600, for the term of the agreement, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City provides potable drinking water and sewage collection for all of the City's residents and <br />businesses. To accomplish this, the City owns and operates a water and sewer system that consists of <br />870 miles of pipe, 22 groundwater wells, 4 pressure control stations, 7 import water connections, 7 water <br />booster stations, 8 reservoirs and 2 sanitary sewer lift stations. The groundwater wells, booster stations <br />and sewer lift stations consume a significant amount of energy to pump water out of the groundwater <br />basin, maintain water system pressure and maintain sewage flowing. <br />One of the objectives of the City's Strategic Plan is to expand opportunities for conservation and <br />environmental sustainability. In this spirit, the Public Works Agency, Water Resources Division, will <br />explore the feasibility of implementing alternative energy solutions at water system sites throughout the <br />City. The intent of this study is to complete an independent and unbiased alternative energy feasibility <br />assessment that identifies which alternative energy resources have the greatest economic opportunity and <br />practical application for the City's water systems and recommends the development of a variety of <br />renewable energy projects. <br />Staff prepared a Request for Proposals (RFP) which was advertised on the City's Planet Bids website, as <br />well as the City website, on November 2, 2017. Eight proposals were received and evaluated by a <br />selection committee. Six firms scored above the minimum acceptable score of 70.
