P.E. <br />Assistant City Manager/City Engineer <br />City of Palm Springs <br />3200 E Tahquitz Canyon Way <br />Palm Springs, CA 92263-2743 <br />Ph: (760) 322-8380 <br />Marcus.Fuller@palmsprings-ca.gov <br />Newcomb Anderson McCormick reviewed the proposed pricing <br />for each measure and as well as at the overall program level. <br />The "soft costs" (construction management, engineering, <br />general conditions, etc) were compared relative to similar <br />projects NAM had overseen in the public sector, especially as <br />delivered by ESCOs, <br />Newcomb Anderson McCormick reviewed the proposed <br />measurement and verification plan and determined the <br />appropriateness of the approach for each measure and compliance with IPMVP. NAM identified the Impacts <br />and risks associated with stipulated portions of the plan versus full measurements, and made appropriate <br />recommendations to protect the interests of the City. NAM also reviewed the contract and savings guarantees <br />to identify the potential risks to the City. <br />Currently, Newcomb Anderson McCormick provides solar PV construction support to the City. Acting as the <br />"owner's representative" for each phase of the project, NAM has assisted the City in developing a solar RFP and <br />provided solicitation support, proposal evaluation, contract negotiations, contract administration, and design <br />review. The solicitation process was extremely successful, resulting in bids from nearly a dozen vendors. NAM <br />worked with the City to develop a shortlist of three vendors and select the winning bids. Furthermore, when one <br />of the selected contractors dropped out due to unforeseen circumstances, NAM helped the City to revise the <br />scope of work accordingly, resolicit bids, and negotiate with vendors. To ensure that stakeholders and <br />community members were cognizant of the value that the solar PV systems would bring to the City, NAM helped <br />the City present the project to the City Council and obtain Council approval of the project. In addition; NAM's <br />support to the City not only ensured that the system satisfied grant requirements of the South Coast Air Quality <br />Management District (AQMD), but also helped the City achieve more favorable pricing, resulting in the installed <br />system capacity being double the Initial estimates. <br />Newcomb Anderson McCormick will continue to provide technical oversight during construction, as well as final <br />solar system QA review, closeout assistance, and performance management, coordinating our work with City <br />staff and personnel from the selected solar provider to contribute to project success. Currently NAM and the <br />City have successfully completed a 1 MW tracking ground mount solar system at their water treatment plant <br />and a 750 kW fixed tilt ground mount solar system at their animal shelter. <br />Copyright © Newcomb Anderson McCormick 2017 CITY OF SANTA ANA <br />25A-37 <br />
