Carter and other Orange County Leaders, I am a resident of Santa Ana and I am outraged that <br />the other cities in our great county are refusing to assist in the homeless crisis. Like Irvine, Laguna Niguel, and every other city, <br />our children deserve a safe walk to school. We deserve clean parks and public areas, and we deserve the same consideration for <br />how the homeless population affects our day-to-day lives. One city should not carry the burden of an entire county. <br />I don't understand how the County can turn a blind eye to the fact that land has been set aside specifically for homeless shelters <br />in Irvine at the County owned site of the old EI Toro military base, especially when the people of Santa Ana are living next door <br />to makeshift homeless camps through out the city. I live in the West Floral Park neighborhood, which is bordered by the <br />Santiago Park riverbed. Literally hundreds of homeless people live there. Not only are the conditions under which they live <br />completely inhumane, but it has caused several public health and safety concerns for our residents. Residents and non-residents <br />alike are unable to enjoy the parks with our families (both Santiago and Jack Fischer). We have a higher incidence of crime in <br />our neighborhood, including residential and personal property burglary. I have found used needles in front of my home. I cannot <br />even rent a movie from the Red Box in front of our local 7-11 store 3 blocks away because most times, a homeless person is <br />either sleeping around them or approaching me for money when I have my young children with me. The problem has spilled <br />over into neighboring cities, including Orange. One time at the Ralphs grocery store on Main and Chapman, a homeless person <br />was urinating between my car and another when I came out from the store. Although no one wants the homeless problem in <br />"their backyard", having a designated area to house them and provide the much needed social and health services they need will <br />only improve conditions and property values in Orange County at large by helping to get more homeless help and off the <br />streets. Please represent me and the thousands of other tax -paying, voting, and law-abiding citizens of Santa Ana by showing <br />your support in this matter. <br />Thank you, <br />Beth Miller <br />
