AGENDA AND MINUTES OF THE MEETING OF LEGISLATIVE AFFAIRS, <br />ETHICS, TRANSPARENCY AND COMMUNICATIONS CITY COUNCIL <br />COMMITTEE, JANUARY 31, 2018 - Clerk of the Council Office <br />MOTION: Receive and file. <br />MISCELLANEOUS ADMINISTRATION <br />19A. CONFIRMATION OF CLOSED SESSION ACTION(S) — City Attorney's Office <br />Mayor Pulido reported, City Council voted unanimously to direct staff to prepare <br />a demand letter to all Orange County Cities and to the County of Orange <br />outlining City of Santa Ana's demand for: 1) greater participation in resolving the <br />homeless crisis and 2) monetary reimbursement and contribution by the County <br />of Orange for the City's ongoing effort to address homelessness. Both must be <br />done. <br />We need to demand money now and we need immediate solutions as to how <br />we are going to protect our city and our residents. We had a historic hearing <br />with Judge Carter and around the county. Unfortunately, not all cities take part, <br />and their participation is crucial. Homelessness exists county wide. Judge <br />Carter reviewed County budget and has identified monies to address <br />homelessness. Shared the five items that Judge Carter requested from all cities <br />in order to divide the County into three areas: North County, Central County <br />and South County. <br />Acting City Attorney reported out that City Council confirmed the appointment of <br />the Executive Director of the Community Development Agency, Stephen <br />Mendoza; and Executive Director of the Planning and Building Agency, Minh <br />Thai. <br />19B.
