PlaceWorks has prepared hundreds of Phase I ESAs, ranging from relatively routine property screenings to real estate due <br />diligence programs associated with billion dollar corporate mergers. We have been very successful at negotiating on Phase <br />Is and PEAS to avoid unnecessary sampling and work. <br />In some instances, the historical use of a particular site, its proposed future use, or direct or indirect environmental <br />evidence may warrant further screening. Different regulatory agencies use different names for these assessments: Phase II <br />ESA and Preliminary Environmental Assessment or Preliminary Endangerment Assessment (both PEA) are the most <br />common, <br />During the past 20-plus years, PlaceWorks has completed hundreds of Phase II and PEA investigations of varying sizes and <br />scopes. We have negotiated numerous favorable investigations, remedlation and PEA work plans, and final reports. Our <br />technical staff are conversant with routine site assessment techniques and more Innovative techniques, such as noninvasive <br />geophysical methods, passive diffusion bag groundwater sampling, and emission flux sampling. <br />Noise and Vibration Assessments <br />PlaceWorks' Noise, Vibration, and Acoustics group provides extensive services for <br />environmental permitting and community noise impact assessment, including community <br />noise monitoring, environmental impact assessments, Industrial noise emissions analyses, <br />noise source Identification, predictive noise propagation modeling, noise contour mapping, <br />and noise/vibration mitigation strategies. <br />Our engineers and noise specialists have extensive experience In applied engineering <br />acoustics and industrial noise control, PlaceWorks' library of Investigatory software Includes <br />access to several commercial packages (Including SoundPLAN for computerized predictive <br />soundscape modeling) as well as powerful in-house, proprietary analysis models to evaluate every possible noise condition <br />for roadway, railway, and stationary sources. Our technical team can also assist agencies, applicants, or other parties with <br />supplying noise and vibration mitigation recommendations; regulatory and criteria review; code enforcement evaluations; <br />technical support at public hearings or workshops; third -party reviews; and/or support in legal proceedings (Le., depositions <br />and/or expert testimony).
