APPROVE APPROPRIATION ADJUSTMENT, AUTHORIZE COOPERATIVE <br />COST REIMBURSEMENT AGREEMENT, AND AWARD CONTRACT TO EBS <br />GENERAL ENGINEERING, INC., FOR CONSTRUCTION OF WESTMINSTER <br />AVENUE IMPROVEMENTS FROM HARBOR BOULEVARD TO FAIRVIEW <br />STREET (PROJECT NOS. 15-6825 & 18-6902) {STRATEGIC PLAN NOS. 6, 1B; 1C; <br />1G} - Public Works Agency <br /> <br /> RECOMMENDED ACTIONS: <br /> <br /> <br />1.Authorize the City Manager and Clerk of the Council to execute a Cooperative <br />Cost Reimbursement Agreement with the City of Garden Grove for <br />improvements on Westminster Avenue within the Garden Grove jurisdiction <br />from Clinton Street to Nancy Lane, subject to nonsubstantive changes approved <br />by the City Manager and the City Attorney (AGMT. No. 2018-XXX). <br /> <br /> <br />2.Award a contract to EBS General Engineering, Inc., the lowest responsible <br />bidder, in accordance with the base bid in the amount of $1,399,000, for the term <br />beginning upon execution of the contract and ending upon project completion, <br />for construction of the Westminster Avenue Improvement Project, and authorize <br />the City Manager and the Clerk of the Council to execute the contract subject to <br />nonsubstantive changes approved by the City Manager and the City Attorney. <br /> <br /> <br />3.Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $1,792,237, which includes the contract bid amount, administration, <br />inspection and testing, and an authorized contingency of $139,900. <br /> <br />4.
