When you place a <br />program like this in one spot, the people who utilize this will migrate to the place housing the <br />exchange. Given these people are homeless or have substance abuse or mental health issues, they will plant <br />themselves near the needle exchange obviously since they do not have means to come and go. This means, <br />how are we even to spread this problem across the entire OC when we do not also place these needle <br />exchange programs all over the county as well? <br />I am thankful that Santa Ana is taking legal action against the country on the homeless but we need to also <br />consider placing any and all programs the homeless will gravitate homeless to over the country. Santa Ana <br />has done it's fair share for homeless and needled exchange and it ruined our city.
