are key factors that are needed in order to create a critical mass of network customers, service providers
and pubilelprivate partnerships,
We believe that the network should employ the concept of an open architecture, able to accommodate a
range of technologies and applioations, This open architecture should be carried through the entire
network design so the network Is deployed consistently and affords maximum compatibilltyy with the City's
systems, other public networks and future broadband applications, As part of Magellan's proposed
network design, we will provide development standards that should be am, ployed In the engineering design
for the fiber network.
F. Develop Fiber Master Plan
Magellan will provide a final Fiber -Optics Master Plan at the conclusion of this engagement. The
City of Sante Ana Fiber-Optio Master Plan will contain the blueprint for development of City
Infrastructure to Interconnect all oorridors with one another, serve municipal and community needs,
support economic development, support Identified smart city initiatives, provide policy and
connectivity for leveraging light pole assets for new revenue opportunities and prepare the City for
the gigabit generation, The report will include how Santa Ana can use the broadband network and
prepare Itself for emerging tsohnologles, including drones, driverless cars, advanced robotics, and
mobile hotspots, We will work with you to refine this plan so it is 100% representative of your
stakeholders needs and has a high degree of relevance to your community. The Master Pian will
function as the guidebook forfiber-optic development across the City and will include all information
necessary for Santa Ana to begin expanding its broadband wired and wireless networks,
implementing smart city applications, connecting more businesses for economic development,
implementing best practice governance and policy for broadband operations and leveraging traffic
signal and street light poles for generating now revenue from dark fiber and pole attachment teases
from bG wireless macrocell sites. Itwill also provide estimates for FTTH and for Digital Incluslon, All
supporting Information such as individual task analysis, raw data, mapping (CSRI) shapefiles and
the technical memoranda from each previous task will be included with the Master plan, All
documents generated to supportdalivery of the Plan will also be provided to the City.
Magellan's project team will be readily available for meetings with Santa Ana leadership to support
the adoptlon of the Master Plan and we are happy to present the final report and findings to your
leadership, city officials or other stakeholder you believe should be included in the final presentation.
VendorsG. On Call Support Services/ Review Proposals from
Magellan believes that input from private providers is crucial to development of the City's overall
broadband strategy, As such, we believe that this is a crucial input to formulating the City's broadband
strategy and approach, Magellan has developed and managed a number of public-private
partnerships between public organizations and private providers. We've helped many cities manage
these RFI's including for the City of Rancho Cucamonga California, which is an example of how
Magellan has completed work as required and detailed by Santa Ana, and similar to the RIVCO RFI
that was Issued by Riverside County,
We suggest releasing a similar RFI In Santa Ana. The RFI should solicit Interest from providers in
using the City's Infrastructure to expand broadband services Into the community, Feedback from
wwai manallanaAlanra rnm 15 2017 Magellan Advisors
