City Clerk’s Office <br />www.santa-ana.org/cityclerk <br />Item # 12 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 21, 2026 <br />TOPIC: Agreement with Granicus, LLC for One Year Extension of Automated Agenda <br />Management System <br />AGENDA TITLE <br />Agreement Extension with Granicus, LLC (formerly Prime Government Solutions, Inc.) <br />to Continue Providing an Automated Agenda Management System for City Council and <br />Boards and Commissions (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a one-year agreement extension with Granicus, <br />LLC to continue providing an automated agenda management system in an amount not <br />to exceed $54,637 for a term effective June 1, 2026 and expiring May 31, 2027 <br />(Agreement No. A-2026-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On June 1, 2021, the City Council approved an agreement with Prime Government <br />Solutions, Inc. for the implementation and maintenance of an automated agenda <br />management system to support City Council, Board, Commission, and Committee <br />meetings. The agreement had an initial five (5) year term with optional annual renewals <br />thereafter with a 3% annual price increase. <br />The system provides a centralized, web-based platform that allows departments to <br />electronically create, route, review, and approve agenda items, resulting in improved <br />efficiency, accuracy, and transparency. The agreement included software licensing, <br />hosting services, system maintenance, updates, and technical support. <br />In 2021, Prime Government Solutions was acquired by Rock Solid and in 2022 Rock <br />Solid was acquired by Granicus, LLC. Granicus has assumed the 2021 Agreement <br />between Prime Government Solutions and the City. <br />The proposed one-year extension will allow the City to continue utilizing the system <br />without interruption while staff evaluates long-term technology planning and <br />procurement options. The extension maintains the existing terms and conditions of the
