Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $5,799,849, which includes $4,639,879 for the construction contract, $695,982 <br />for contract administration, inspection, and testing, and $463,988 for <br />unanticipated or unforeseen work. <br />2. Award a construction contract to All American Asphalt, the lowest responsible <br />bidder, in accordance with the base bid in the amount of $4,639,879, subject to <br />change orders, for construction of the Industrial Street Repair Program Project <br />(No. 24-6701, 25-6701, 26-6701), for a term beginning April 21, 2026 and <br />authorize the City Manager to execute the contract. <br />3. Determine that, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. Categorical Exemption <br />Environmental Review No. ER-2026-1 will be filed for Project No. 24-6701, 26- <br />6701. Categorical Exemption Environmental Review No. ER-2026-2 will be filed <br />for Project No. 26-6701. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA) is responsible for managing the City’s roads and <br />transportation network which is comprised of arterial, residential, alley, and industrial <br />streets. These segments of industrial streets include Susan Street from Alton Avenue to <br />Segerstrom Avenue; Garry Avenue from Harbor Boulevard to Yale Street; Carriage
