ORDINANCE NS-786 AMENDING CHAPTER 1 OF ARTICLE II <br />OF THE SANTA ANA MUNICIPAL CODE REGARDING CITY <br />COUNCIL MEETINGS AND PROCEDURES <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />SECTION 1: That Chapter 1 of Article II of the Santa Ana <br />Municipal Code is hereby amended to read as follows: <br />ARTICLE II - ADMINISTRATION <br />CHAPTER 1 - CITY COUNCIL <br />SECTION 2100. Council Meetings, Time and Place. <br />Regular meetings of the City Council shall be held on the <br />first and third Monday of each month and shall convene at <br />the hour of 2:00 P.M. At a time determined by the Council <br />it shall recess until 7:30 P.M. of the same day, at which <br />hour it shall reconvene. <br />Council meetings shall be convened in the Council Chambers <br />in the City Hall, Santa Ana, California, and all meetings shall <br />be opened therein, but may adjourn to such other place or <br />places as the Council may order. if, by reason of damage, <br />repair, or alteration of the structure, or other emergency, <br />said place is determined to be unsafe, meetings may be held <br />for the duration of the emergency at such place as may be <br />designated by the Mayor or four members of the Council. <br />SECTION 2100.1. Same. Organization. <br />The newly elected Council shall convene at its first meeting <br />immediately following the adjournment of the prior Council on <br />the first Tuesday after the General Municipal Election at <br />which any member of said Council shall have been elected, or <br />as soon thereafter as the new members have taken their oaths <br />of office. The newly elected Council shall proceed to <br />organize, with the Clerk of the Council acting as chairman <br />thereof, and shall proceed to elect one of its members as <br />Mayor of the City. The newly elected Mayorxshall immediately <br />become the presiding officer. The Council shall thereafter <br />elect a Mayor Pro Tempore. <br />In the absence of the Mayor and the Mayor Pro Tempore, the <br />Clerk of the Council shall call the Council to order and call <br />the roll of the members. If. a quorum is found to be present, <br />the Council shall, by majority vote of those present, elect a <br />chairman of the meeting to act during the meeting or until <br />one of the regularly designated presiding officers shall appear. <br />SECTION 2100.2. Agenda Preparation and Use. <br />Tine Clerk of the Council shall prepare an agenda for each <br />regular meeting of the Council containing all items known by <br />her to be considered by the Council. The order of placing <br />items on the agenda shall be as directed by the Council. <br />All items proposed for the agenda shall be filed with the <br />Clerk of the Council before Wednesday noon preceding each <br />regular meeting and the Clerk shall cause a copy of the agenda, <br />together with information copies of important agenda material, <br />to be delivered to each Councilman at the place designated by <br />him in the City during the Thursday next preceding the regular <br />Council meeting. <br />Copies of the prepared agenda shall be made available to the' <br />members of the public attending the regular Council Meeting by <br />placing the same near the entrance to the place of meeting. <br />
