ORDINANCE NS-786 AMENDING CHAPTER 1 OF ARTICLE II OF THE SANTA ANA MUNICIPAL CODE REGARDING CITY COUNCIL MEETINGS AND PROCEDURES THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS: SECTION 1: That Chapter 1 of Article II of the Santa Ana Municipal Code is hereby amended to read as follows: ARTICLE II - ADMINISTRATION CHAPTER 1 - CITY COUNCIL SECTION 2100. Council Meetings, Time and Place. Regular meetings of the City Council shall be held on the first and third Monday of each month and shall convene at the hour of 2:00 P.M. At a time determined by the Council it shall recess until 7:30 P.M. of the same day, at which hour it shall reconvene. Council meetings shall be convened in the Council Chambers in the City Hall, Santa Ana, California, and all meetings shall be opened therein, but may adjourn to such other place or places as the Council may order. if, by reason of damage, repair, or alteration of the structure, or other emergency, said place is determined to be unsafe, meetings may be held for the duration of the emergency at such place as may be designated by the Mayor or four members of the Council. SECTION 2100.1. Same. Organization. The newly elected Council shall convene at its first meeting immediately following the adjournment of the prior Council on the first Tuesday after the General Municipal Election at which any member of said Council shall have been elected, or as soon thereafter as the new members have taken their oaths of office. The newly elected Council shall proceed to organize, with the Clerk of the Council acting as chairman thereof, and shall proceed to elect one of its members as Mayor of the City. The newly elected Mayorxshall immediately become the presiding officer. The Council shall thereafter elect a Mayor Pro Tempore. In the absence of the Mayor and the Mayor Pro Tempore, the Clerk of the Council shall call the Council to order and call the roll of the members. If. a quorum is found to be present, the Council shall, by majority vote of those present, elect a chairman of the meeting to act during the meeting or until one of the regularly designated presiding officers shall appear. SECTION 2100.2. Agenda Preparation and Use. Tine Clerk of the Council shall prepare an agenda for each regular meeting of the Council containing all items known by her to be considered by the Council. The order of placing items on the agenda shall be as directed by the Council. All items proposed for the agenda shall be filed with the Clerk of the Council before Wednesday noon preceding each regular meeting and the Clerk shall cause a copy of the agenda, together with information copies of important agenda material, to be delivered to each Councilman at the place designated by him in the City during the Thursday next preceding the regular Council meeting. Copies of the prepared agenda shall be made available to the' members of the public attending the regular Council Meeting by placing the same near the entrance to the place of meeting.
