REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 19, 2019 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />GREENPLAY, LLC FOR AN AMOUNT NOT <br />TO EXCEED $76,998 TO EVALUATE AND <br />REPORT ON THE CONDITION OF THE <br />PARKS, RECREATION AND COMMUNITY <br />SERVICES AGENCY <br />{STRATEGIC PLAN NO. 4, 1D} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Greenplay, LLC <br />to conduct a comprehensive evaluation and report on the condition of the Parks, Recreation and <br />Community Services Agency for an amount not -to -exceed $76,998, which includes a 10% <br />contingency, for a term of one year to expire on March 18, 2020, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Parks, Recreation and Community Services Agency (PRCSA) endeavors to enhance the <br />quality of life for Santa Ana residents and visitors. The PRCSA desires to evaluate its ability to <br />provide recreation programs and services to a population of over 344,000, that range widely in <br />age, needs, income -level, and family size. Since the City of Santa Ana is a high-density community <br />that relies heavily on city services and facilities, the parks system is heavily used. The result of <br />which reduces the useful life of facilities/equipment and increases the costs of maintenance. The <br />high demand on recreational programs also adds to the resources needed for staffing. Various <br />services have a fee associated that cover the cost of the service, but in most cases, the services <br />are subsidized and/or free. The agency in general requires an evaluation of its current condition <br />and a process by which it can sustain itself for the long-term. <br />The PRCSA desires to hire a firm to provide a third -party evaluation of the department, report on <br />the condition of the Agency, and introduce and implement strong "best practice" business tools to <br />the department for service delivery. An evaluation will provide for a more objective view of the <br />strengths and weaknesses of the Agency as well as provide a new perspective. The evaluation <br />will look at core services, pricing strategies, cost recovery, resource allocation, operational <br />strategies, market analysis and working methodologies for the Agency.
