ORDINANCE NO. NS-2978 <br />AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING <br />CHAPTER 36, ARTICLE VIII OF THE SANTA ANA <br />MUNICIPAL CODE RELATING TO PARKING METERS <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />SECTION 1. The City Council of the City of Santa Ana hereby finds, determines, <br />and declares as follows: <br />A. The City Council is authorized pursuant to section 2508 of the California <br />Vehicle Code, to set parking rates and parking zones; and <br />B. The City Council has determined that a parking meter system is justified <br />to defray the cost of installation, operation, and control, as well as the costs <br />of the other parking management related activities; and <br />C. Revenues from parking meters will be used not only in defraying the expenses <br />of installation, operation, and control of parking spaces and parking meters, <br />but also those incurred in the control of traffic and enforcement of traffic <br />regulations; and <br />D. Revenues from parking meters may also be used to fund alternative <br />transportation programs, projects and enhancements that reduce the <br />demand for, or increase the supply of, parking resources in the parking district <br />in which receipts are generated; and <br />E. The density of the City and the number of people working or visiting the <br />City on a daily basis significantly impacts traffic circulation and parking <br />availability on the City's existing street network and off-street parking facilities; <br />and <br />F. Planned new development and expansion in Downtown Santa Ana together <br />with the OC Streetcar Project currently under construction are likely to increase <br />traffic and parking demand and reduce the number of available on -street <br />parking spaces; and <br />G. The City has conducted stakeholder meetings and rate surveys as part of <br />the Parking Modernization and Downtown Enhancements Plan; and <br />H. The City has designated on -street parking spaces with parking meters in order <br />to regulate and manage traffic circulation and parking availability; and <br />Ordinance No. NS-2978 <br />Page 1 of 9 <br />
