REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 17, 2020 <br />TITLE: <br />APPROVE AN AMENDMENT TO THE <br />AGREEMENT WITH SWAYZER <br />CORPORATION FOR LANDSCAPE <br />SERVICES AT THE SANTA ANA REGIONAL <br />TRANSPORTATION CENTER IN THE <br />AMOUNT OF $103,000, FOR A TOTAL <br />AGREEMENT AMOUNT NOT TO EXCEED <br />$228,000 FOR THE REMAINING TERM OF <br />THE AGREEMENT <br />(NON -GENERAL FUND) <br />/s/ Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1s' Reading <br />❑ <br />Ordinance on god Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For_ <br />CONTINUED TO <br />1�1��►U1�1:1q:7 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to the agreement with Swayzer Corporation <br />to include landscape renovation services at the Santa Ana Regional Transportation Center in the <br />amount of $103,000, which includes $88,950 for services, plus a contingency of $14,050, with a <br />total agreement amount not to exceed $228,000 for the remaining term of the agreement, which <br />began August 20, 2019 and expires August 19, 2022, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Regional Transportation Center (SARTC) was built in 1983 and is a regional <br />transportation hub that brings together Amtrak, Metrolink, Orange County Transportation Authority, <br />and interstate bus services. In addition, when completed, the OC Streetcar will have a dedicated <br />platform stop at SARTC. The facility is open to the public seven days a week from 5:00 a.m. to <br />midnight and contains approximately 35,000 square feet of rental space, including ten bus bays, <br />two surface parking lots, and a parking structure. <br />In an effort to make SARTC a more marketable location to potential future tenants, and in <br />preparation for the OC Streetcar, staff has identified several areas of improvement, which includes <br />the landscaping. The existing landscape is original to the facility and updating is needed. To <br />promote water conservation, the new landscape design will incorporate drought tolerant plant <br />material. <br />On August 20, 2019, the City Council awarded an agreement with Swayzer Corporation for <br />landscape maintenance services at water facilities and SARTC for a three-year period beginning <br />25F-1 <br />
